Hi Majid Amani Beni! I Think you can use with no problem! I don't Know about the acurracy of the estimation, but why dont you use the Landsat-5, for this period?
Below is a information of this webiste "https://landsat.usgs.gov/how-do-i-fill-gaps-my-landsat-7-slc-image" that can help you to decide.
"All Landsat 7 scenes collected since May of 2003 have data gaps. Although the scenes have only 78 percent of their pixels, these data are still some of the most geometrically and radiometrically accurate of all civilian satellite data in the world."
If you filled the gaps, you can utilize Landsat 7 ETM+ for LST retrieval. The accuracy assessment of LST output will show you whether you can use it or not.
In addition, as Mr. Roberto Filgueiras mentioned, you can find Landsat 5 TM data for the years 2000, 2005, 2010. So you can prefer Landsat 5 data, as well.
Yes you can use Landsat 7 images for LST estimation. Refer the following method attached below and change the k1 and k2 constants on the basis of the image
