Does the ban on genetically engineered embryos in the United Kingdom prevent the research from developing the state of the art of embryos and germline CRISPR gene editing, even using animal models for it?

I mean, I've seen some researches to developed transgenic mice by genetic engineering of germline cells and works to develop zygotes without sperm, without oocytes or even nuclear reprograming. Although, many of this works have an obviously future goal to find out a safety and efficient way of make human embryos gene editing.

At UK and Europe the institutions, universities and government permit and funding researches to develop those tecniques in animal models even existing the ban of human embryos gene editing, and the possible medical applications be banished?Or is this kind of research stimulated?
