It is very nice of you to be concerned with ethical issues while performing research.

If I understood it well, in your research you used a non-commercial scale. Even though, you got permission to use the referred to scale in a first study. As your second study is, say, a study deeply related to the first one, I think that there is no ethical problem while using the scale in the second study. In addition to this and as you mentioned, the scale at hand is a non-commercial scale. I, for example, have non-commercial copies of some of my published articles. This means that can share them with whom I want to, provided that the shared copies have no commercial interest, that is, are free of any charge.

So, don´t worry about the use of the focal scale in your second school. Even so, you may put you question to the scale's author or authors, and they can provide you with a definitive answer.

I don't think there would be ethical issues about using the same scale again - but you said you needed permission to use it, and to me that means a commercial arrangement which isn't the same thing. You may indeed need commercial permission to use the scale again, It depends on the conditions you had to meet using it the first time.

I think permission is granted for the use of scale for research purpose including these and dissertations but the permission to publish  the scale or to use them for any commercial purpose must be  secured from the American Psychological Association.
