Time taken by the journal can be very important for new researchers. I have seen instances in which editor has taken months and after that simply rejected by saying out of scope of the journal. That can be done in a week also. So, why not there should be a criteria for the maximum time taken by the editor or the reviewer ? It will speedup the total time for the publication.
It is honorary work for the reviewers. So editors cannot impose time limit. However, they do request the reviewers do the needful within a stipulated time period.
If you go for totally online journals your publication is likely to be quick but the quality of the review might be very poor. Some publish it with processing fee with no review at all.
I personally feel that reviewers deserve reasonable time limit but if they cannot do so, they should not accept the MS for review.
I definitely agree with Subir. Defining strict time constraints in this 'game' may be a very bad idea. I have reviewed hundreds of articles in my career, and if a journal should expose me for very strict time constraints, I will either stop reviewing or demand significant payment. So, not a good idea :)
It was old practice. After induction of OPEN ACCESS, the old and new journals responses are appropriate

I totally agree with the expert opinion. I know its a real big job. Editors are real expert and they have very limited time. Just if there can be a system, I mean according to the reputation of the journal, a little bit more towards the speedy editorial time will be very beneficial and encouraging to the new researchers, masters and PhD students (final phase). If it's necessary to take time, such as in case of ground breaking research proper time should be taken. I want to highlight the articles which get the comments like it is out of scope or below standard or we don't publish this kind of work, at least these decisions can be made fast. Although I agree, being an editor is an honorable job and proper time with freedom should be provided.

Yes Danish: You are correct. Editors of standard periodicals immediately return MSS without reviewing which are out of scope, below standard or have not been made following the instructions to the authors.
