Does VP64 enhance expression from CMV promoter?

I am trying to enhance expression of my cassette and recently learned about VP16 and VP64 for activating gene expression. However, these seem to be used with a minimal CMV promoter rather than a full CMV promoter, so I'm wondering if these are incapable of increasing expression if the promoter is already strong? Or is it actually possible to enhance expression from a CMV promoter by with VP16 or VP64?
