In my experience, hESCs take about a week to go from one passage to the next. Their slow cell cycle is part and parcel of their stem cell character.
In general, FBS is not normally involved in stem cell culture. It is recommended against, since it encourages differentiation into non stem cell lineages. To maintain stem characteristics, you need a serum-free media such as "mTeSR-1" from Stem Cell Technologies or "Essential 8" from Life Technologies.
But even so, I would expect slow growth to be a sign that it's working, not a problem.
