This has been discussed a number of times. In my view, first, we should keep away a subjective notion like 'quality' from quantitative measures like citations and citation-based measures like IF. Second, IF is not an article level measure. It should not be used to determine the performance of an article (or a researcher). Third, citations or other altmetrics do not necessarily reflect the quality of a research/article.
I don't feel so. The number of citation is usually higher for the research articles related to common fields. High quality researches in nische area or from uncommon fields usually have low citations. Apart from these there are various ways to manipulate citations. So, number of citation is not a full measure of quality!
