I think so. The water solubility and surface activity of nonionic surfactants are dependent on the hydrophilic nature of the ether linkages in the polyoxyethylene chain. Furthermore, the solubility of non ionic surfactant depends on temperatute. (It decreases with temperature due to cloud point phenomena).

Miscibility of cationic, anionic and nonionic surfactant solutions in water. Are they different in values? It is not solubility but miscibility. miscibility is solubility of liquid in another liquid.
true (including micellar) aqueous surfactant solutions are fully miscible with deionized water. E.g. SDS has only limited solubility in hard water, i.e. limited miscibility.
More polar nonionic liquid surfactants are fully miscible with water.
