In environmental epidemiology, for example, estimates of effect typically refer to the relative or absolute risks of a given exposure in an observed population (e.g. the specific subjects for whom data were collected/observations made). An estimate of impact might be made when extrapolating results from a given epidemiological study onto a target population i.e. a population for which health outcomes (or associations with environmental variables) have not been specifically measured, but which can be considered similar enough to another observed population for those effects to be extrapolated.
For example, you may do a study of birth outcomes in a population of 5,000 mothers in Tehran, and measure their exposure to some air pollutant. You estimate the effect of air pollution on the birth outcome i.e. how much risk of the birth outcome is associated with a given level of air pollution. You may then calculate the impact of air pollution in other Iranian cities, by measuring air pollution in those cities and extrapolating your estimate of effect (from your smaller study) onto all mothers living in them.
As nouns, these words are often used interchangeably, but are quite different. An "effect" is a change or result. "The rain had an effect on the condition of the grass." An effect can be positive or negative.
"Impact" on the other hand primarily means something that comes about as the result of something coming forcibly into contact with something else. It has a much more disruptive and negative connotation. "The budget cuts will have an impact on music and arts in the schools."
Effect is generally a condition, situation or occurrence that happens because of a cause or a combination of causes. Synonyms include result, consequence, upshot, aftermath, outcome, event.
Impact is a forcible contact between two or more things that seriously affects one or all of them, often driving one thing in the direction of the other. Synonyms include collision, clash, shock, concussion, jolt.

Impact and Effect are two words that are often confused when it comes to their meanings. The word impact is used in the sense of ‘influence’. On the other hand the word ‘effect’ is used in the sense of ‘result’. This is the main difference between the two words impact and effect.
Observe the two sentences
1. The incident has a great impact on his behavior.
2. The sound system has a good effect.
In the first sentence the word ‘impact’ is used in the sense of ‘influence’. It only means ‘the incident has a great influence on his behavior’. In the second sentence the word ‘effect’ is used in the sense of ‘result’. The sentence would mean ‘the sound system produces a great result’.
The word ‘impact’ is usually followed by the preposition ‘to’ and sometimes it is followed by the preposition ‘of’ as in the sentence ‘the impact of his speech was felt’.
Effect often refers to the result or the consequence of an action. Its noun form is ‘efficacy’.
Impact on the other hand does not indicate a consequence but on the other hand it only implies the influence of an action. The usage of the word ‘impact’ implies ‘power’ whereas the usage of the word ‘effect’ implies ‘outcome’. This is the main difference between the two words.
It is interesting to note that the word ‘effect’ has various other forms such as adjective in ‘effective’, adverb in ‘effectively’ and the like. On the other hand the word ‘impact’ is used just as a noun. It is not used as an adjective and as an adverb. This is another important difference between the two words. It is generally said that any cause will have its own effect. In other words an effect is preceded by a cause.

In the Environmental Engineering, Impact is more public (universal) or general than Effect. An example is that ( Environmental Impact Assessment) is more general than( pollution effect). Regards

- Impact refers to a much broader effect. It can be conceptualised as the longer term effect of an outcome. For example, the impact of losing a lot of weight or body fat might be an increased sense of happiness and or a decreased sense of insecurity.
- Effects can be mild or significant, whereas impact would imply something on the significant side.

Thanks for your great contribution. In my opinion, the two terms impact and effect do not mean the same, even though they have similar meanings and can be used in similar situations. The main difference between impact and effect is that impact is the influence of an action/phenomenon on something or someone whereas effect is the consequence or outcome of an action or a phenomenon.
To understand this word better, let us look at the phenomenon of global warming, which has become a burning issue in today’s world. Emission of greenhouse gasses is the main cause behind global warming. Effects of global warming are environmental and social changes like the retreat of glaciers, changing in the timing of seasonal events, changes in agricultural productivity, etc.
In the previous paragraph, we discussed the effects of global warming and how it has a huge impact on human and animal lives. Here, you’ll notice that the term impact refers to how global warming affects and influence our lives. When we say effects of global warming, we are referring to what happens due to global warming. When we say impacts of global warming, we are mainly referring to the influence of these effects on environment and society. In simple, we use the term effect, when we are merely talking about the consequences of something, but we use the term impact to describe how these consequences are going to affect someone or something.

There is little difference between the two words but "effect" is a general term and "impact" tends to indicate something more profound.

Now theoretical discussion, effect is instant result but the impact is also result but a time being matter. Normally after 10 years , professionals consider impact of any project or actions or deeds.
Both, impact and effect cannot be used interchangeably; there is a slight difference between them. Impact refers to the influence of an action on something whereas effect can be related to the consequences or outcomes of an action.
