Conventional phosphorescent colorants are pigments because luminescent dyes must be cooled to temperatures far below ambient to obtain appreciable phosphorescence. I'm aware of considerable recent progress being made into 'room temperature phosphorescence' of organic compounds, but has this work been exploited industrially yet and translated into commercial phosphorescent dyes?

Yes. For example, eosin Y is a commercially available dye which has a room temperature phosphorescence at 700nm.

For many years I have investigated the properties of phosphorescence of dyes in solutions and polymers, and I can not name a dye that would have any significant phosphorescence at room temperature.
Therefore, it would be interesting to get a specific reference to eosin Y.

I also have remeasured this and reproduced their results. I saw phosphorescence of a 20 micro M aqueous solution of eosin y at room temperature with a delay time of 0.1 ms . The trick is that, you should use basic condition because eosin y just in its anionic form, can show phosphorescence. Even you don't need inert gas sparging.

Thank you everyone for your answers - they are much appreciated. From them I conclude that there are no commercial organic colorants which exhibit phosphorescence with appreciably long lifetimes at room temperature to be of industrial interest i.e. undergo photoluminescence processes with durations of ~10-1000sec.
The main reason for the quenching of phosphorescence is oxygen. Molecules bound with a membrane or protein are most often in a rigid environment and isolated from the effects of oxygen.
