I advise you to read the work of the Ukrainian scientist Mark Zheleznyak. For example - your Conference Paper: "Flood predictions using the parallel version of distributed numerical physical rainfall-runoff model TOPKAPI". He has developed many models of flood forecasting in the basin of Tisza river, etc., really working in many countries. He now works at the Fukushima University (Japan).
