I know the European Flood Alert System, that is a flood early warning system based on LISFLOOD model.
I would like to read more about others monitoring systems that use hydrological model to forecast flood or flash flood in real time.

At the attached link, it is described an example running in central Italy for real-time flood forecasting for Civil Protection purposes.

I advise you to read the work of the Ukrainian scientist Mark Zheleznyak. For example - your Conference Paper: "Flood predictions using the parallel version of distributed numerical physical rainfall-runoff model TOPKAPI". He has developed many models of flood forecasting in the basin of Tisza river, etc., really working in many countries. He now works at the Fukushima University (Japan).
