one of the easiest way to apply  follower load is to activate the option "Follow nodal rotation in load section from Abaqus/CAE. However, the way that you define your load is not related to the step. If you would like to have a dynamic analysis, you need to change your step to dynamic Explicit or Implicit.

As Maryam said, you need to activate that option to make your loads depend on your solution variable (displacements). But this is independent of the "type of model" you are running. If you want your model to be dynamic, you have to specify that in your step module, and it will add the appropriate dynamic effects (inertia).
