For commercially available single crystalline Si(hkl) wafers, a native silicon oxide layers with thickness ~ 2-5 nm exists. The native oxide layer has hydrophilic nature. In contrary, if you remove the native oxide layer (with the help of any etchant like HF solution), the bare Si (hkl) substrate has the hydrophibic nature.
