Thanks for your question. I feel it does not need to be either one or the other. One can do both. At a recent conference in Poland on Security also attended by many people from the police, another scientist and I held a training course at the end of the conference to introduce Intuitive Meditation and work with cognitive aspects which bring change, relaxation and new insights.. This was a highly welcomed innovation by the scientists who attended.
Attending conferences during long vacations also gives people the feeling of enjoyment and relaxation. It is also an opportunity to meet friends from different educational institutions and different settings. They can exchange opinions and views about different scientific issues.
The whole long vacation for relaxation purposes? Certainly not. I attend conferences in addition. Mostly it's travel for conference and visitation to tourist sites for relaxation purposes.
It really depends on one's preferences. Some people prefer to work while relaxing. For such individuals, Attending conferences can also be a kind of vacation. By contrast, there are those who would rather have vacations for pleasure and relaxation only than intermixing work and vacation.

I, normally, do not wait for the long vacation before embarking on conference attendance. However, long vacation is a period of research undertakings and short rest for me (not necessarily conference attendance, which may be dealt with thereafter), but may still have me attend a conference or two within the period.
Just over two months ago I moved to Portugal, a truly beautiful country, removing myself thereby from the demands and hurley-burley of big city life and constantly working. I now simply write, usually in one of the many cafes which have internet, sip coffee, clatter away on my laptop and deal with clients from a safe distance. I will in fact stay in Portugal for a while. The sun is beating down, the Portuguese are cheerful and helpful, around me are mountains covered in trees and decorated with the criss-cross patterns of small farms.
I´ve earned this, my present adventure in the civilised embrace of cautious solitude, working at my own speed, in my own time, in a land distant from the assorted pressures of work.
It would depend on situations. Though, I would prefer to get away and relax during the long vacation; however, I may also like attend if high level scientific conferences of my interest are there.
I think participating in a conference is more enjoyable than relaxing in a vacation. Also, conferences may have some relaxing aspects in time slots and evenings.
