Yes, Administrative positions in the University affects teaching and research. Most of the time it is difficult to focus on teaching and research due to deadlines and pressure of administrative works.
If one wants to be an administrator that person should be 100% dedicated to the administrative work. I have seen some professors who are forced to take up an administrative job or takes it half-heatedly then to do a poor job managing the faculty, staff and programs. Not everyone is suitable to do administration. Some brilliant professors who excel in teaching and research turn into idiots when they become a chair or a dean, not wanting to follow procedures or receive training in management and administrative areas.
Administration is the basic part of any university where there should not have been any water tide compartment of different faculties .

When the university has maintain the standing honor the university becomes a respectable one offering the light for the invitation to students ,parents ,& media .
For top university the responsibility of the administrator should not be overlook & under estimated .It is his a line of working system to place the reason in the university & to establish a disciplinary approach & professional mode of working .
When the teaching for the administrators comes into the surface of his extra responsibility it is very clear fact that the administrator of top most university should a man of letters & with his academic excellence in the area of specialization he can certainly teach the student which in the line of his administrative & academic experience he can certainly win the applause of the student for his teaching .
Zainab A Makawi Yes it will affect the teaching and research work. However, most of the admin works are given to most senior so it their duty to give sufficient time to their new role as an good admin. Some time, some juniors are more interested in admin work, it is where it hurts the edu system.
I tried this as a head of department; I received too much experience as administrator but diffidently it consumes so much time. However, I advise all to try it for shot time and keep manage balancing between you administrative position duties and the needs for teaching science.
