Any suggestions on how to distinguish between activated and exhausted human lymphocytes T CD8 with flow cytometry?

It is known that exhausted lymphocytes T have higher expression of inhibitory receptors, such as PD-1, TIM-3, and CTLA-4; but the problem is activated lymphocytes T can also express those receptors. Is there a cut-off value that can be considered?
