What is the difference between the "among individuals" and "within individuals" categories in an AMOVA analysis? Among individuals seems to take into account sub-population grouping. Does "within individuals" treat the entire dataset as if it were panmictic?

The reasoning is similar to what you see on a classical ANOVA. if you are sampling from two different fields or from two different populations, lets say sample A and sample B, differences "among individuals" would directly compare sample A with sample B, while differences "within individuals" would compare differences within elements of the same sample, using data from both samples (i.e., comparing sample A data with each other, and sample B data with each other).
In panmictic populations, you would expect to see most of the variance arise from within samples. If one sees that the most of the variance occurs among samples, then there is evidence that you have some sort of population structure.
