The equalizing tank is used to get a homogeneous solution and minimize the variations in water properties before dosing the right chemicals in the neutralizing tank. To remove it and use only neutralizing tank, you shall need a fast response control system that can measure the properties of the water before the inlet and re adjust the chemical dosing. Difficult but not impossible. Then you shall need a polishing step, usually with adsorption on some sort of cheap activated carbon
