Collectivism and individualism refer to two different types of culture. If collectivism was used as a means, people would end up in living in a collectivist culture and thus become collectivist culture. It is impossible to treat one type of culture as a means toward another type of culture.
Collectivism was in a direct contradiction to neoliberal individualism, which has arrived not only to Western countries, but to many developing countries during postmodern globalization era too. How these relations will develop between individualism and collectivism in a "posthuman" time, we have still to observe.
Life in society will necessarily lead to the types of problems that can be better addressed from collectivist or individualist perspectives. These tendencies coexist dialectically, and cannot be avoided, nor can the political/ideological conflict that results from them. These solutions, however, cannot be generalized into a moral imperative like Kantian, and thus, they do not represent a definitive moral right or wrong.
