3D city models and 3D/4D online GIS are becoming more popular and new technology provides new capacities, yet very few seem to have been used for public engagement in urban planning.
I have heard about MinStad in Gothenburg (Stockholm), and other models from Hamburg, Berlin, and London, but I am not sure if the latter involved public participation.

You can have a look at the "Bétaville" model (made by Carl Skelton from NYU) and experienced in LA and Montreal (with the municipal Office OCPM). It is a free and open system.

Cher Alain et Nicolas, merci pour vos commentaires. Yes, many seem to 3D Studio Max together with Unity. The Betaville application looks really cool, it really seems to enable crowdsourcing to go beyond 2d maps and contribute to virtual city models, great for public participation.

Thank you Laura for the info, I knew about Agency 9 providing MinStad, but I didn't know that the Planning Office also used Esri City Engine.
