Unfortunately, you did not give the full bibliographic reference (with name of journal, volume and pages).
If I am not mistaken, this publication is mentioned here:

with the reference to " Trav. Inst. Zool. Acad. Sci. U. R. S. S., 3, 693".
The journal name search shows that this is an abbreviation for
"Travaux de l'Institut zoologique de l'Académie des sciences de l'URSS",
which is the French translation for
"Труды Зоологического института Академии наук Союза Советских Социалистических Республик".
So, if all this is correct, the most reasonable way to get the paper is to
find a colleague (say, an entomology student) in Moscow or Saint Petersburg and to ask him/her to search for 1936 volume of that series in the central university library (in paper catalog, because in Russia for most of such old volumes the electronic catalog usually does not exist) . It is a very old-fashioned way, but it may work ...
If you have luck you may find it in Kyiv, although many old books in Ukraine did not survive the World War II.
Also one can try big libraries in other countries, but also only in a paper form.
