Can you get good genetic sequences without amplifying (PCR) extracted hepatitis B virus DNA from infected plasma?

HBV was extracted using the Macherey Nagel Viral DNA kit. After that we went and measured the quantity of DNA by Qubit 4. the values were very low and some too low. Should an amplification be done before this step?

You can extract DNA after concentrating HBV using PEG
