This would work perfectly by using the discrete element method (PFC3D) however, it is also possible to be done by using FLAC3D, simply you can define a layer of soil and apply a lateral displacement ( velocity*steps) and do not forget to activate the large strain model.

You can analysis by the software. But in my opinion this software is worked properly for regularly discontinued rock massess. When you have a stepped slope with soil and rocks, a routine stability analysis is difficult by FLAC.
