SARS-CoV-2 is a highly contagious virus so is NOT-AT-ALL RECOMMENDED to do any kind of work with such virus in the below BSL-3 facility. Importantly, I don't think the approval committee will approve the work at the regular cell culture lab. Virus work such as Lentiviral particle generation for transduction can be done in the BSL-2 facility.
The coutnries might have different laws but I can confirm, that working with replicative Sars CoV Particles in europe does Require BSL3 status. It depends on your viurs, but keeo in mind, that you need to work extrmeely tidy to not carryover infections (viral titers can be astronomically high and you need only low TCID for infections)
