Suppose, I have already communicated a paper to a good journal, But the editor is taking a longer period of time to review process so can I communicate the same paper to any other journal .
It is possible but not recommendable as there is a legal issue. Once the article is accepted, the journal owns the copyright to the article. You’re going to put yourself in a big problem if you’ve given the copyright to more than one journal.
You are not allowed to submit a paper to a second journal before you have got an answer from the first journal or you have claimed that you take your paper back.
Dear Rajhesh.......Can or cannot are other things to discuss over.....but i would suggest that in this condition the journals review process must be reformed or time period for researchers to communicate must be fixed not more than a month...........the stamina of researchers goes fail and slow which affects the quality of researchers.
Many journals will ask you to certify that the manuscript you are submitting is not under review by any other journal.
A different paper growing out of the same resesrch project can be submitted elsewhere, but it must be a completely different paper (different research questions, different methodology, etc).
I think it is unethical and there is also a copyright issue. Most of hournals I know ask our confirmation that they are tve only journal where the paper is submitted. Many journals will put you on a "black list" if this happens.
Its unethical as well as illegal. One should not communicate the same paper at two places. Many journals ask for at-least 50 % difference in the manuscript even if it is published in the proceeding.
Some times it raises the credibility question on a researcher as well. A single editor might be involved with multiple journals, hence chances are there that they go through your paper sent to two different journals and in spite of the good quality of paper, they straight away reject your paper.
