If you already have the title and abstract for your article, you can use the following tools from Elsevier and Springer to help you pick a right journal among those that belong to the respective publisher
http://journalfinder.elsevier.com
http://journalsuggester.springer.com
The output of these tools shows inter alia average article processing times and impact factors of the journals, and I think also the publishing fees or open access fees, if any.
In many cases you can publish free of charge if you agree that your article is NOT open access (i.e. available only to subscribers), but you should check this for each journal separately. In some cases the fees can be waived (e.g. based on the country where you reside), but again this should be checked for each journal separately.
Once you make a short list of potentially suitable journals, you can check whether they are covered by Scopus here
Most reputable journals are free to publish in (researchers don't pay to publish) but it will be behind a paywall (readers will have to pay) unless you mean open access journals which is free for both publisher and readers but be mindful of predatory journals.
Dear colleagues,You can just send the ones you know.It is left for whoso ever will to pick the one(s) that are in line with his or her field. No need to ask for discipline pls.send as many as as you have at your disposal. Thanks.
