This is most difficult question to be answered. The reason is the entire world has been facing the problem some 1500 million and more are of 5-14 age group involved in employment although every nation has enacted legislation prohibiting such employment.
In India, Article 24 of the Constitution prohibits employment of children below the age of 14 in factories, mines, and other hazardous employment. Similarly, the Factories Act of 1948 prohibits the employment of children below the age of 14 years in any factory and it also specifies about adolescents employment i.e. between 15–18 years in any factory.
Child Labour (Prohibition and Regulation) Act, 1986, amended in 2016 ("CLPR Act") also prohibits them. The Mines Act of 1952 also prohibits the employment of children below 18 years of age in a mine. There are more than 51 such laws on labour and labour welfare and yet the situation is not changing in India.
I personally believe that such children are deprived of their human rights. They can get good education in stead and be better employed. They do not get the opportunity to develop physically, intellectually, emotionally and psychologically. Employment at such age deteriorates physical conditions, become feeble and poverty this way cannot be removed. Many NGOs have been working for taking care of this crave problem.
