Can recovery percent value be more than 100?

Recovery analysis is done for the evaluation of sensors as a ratio of estimated concentration and spiked concentration, expresses in percentage.

I have came across many articles mentioning recovery more than 100%. But I have not found any appropriate reason behind this. What could be the possible over-recovery of a sensor?
