I tried to measure the EIS of my photocatalyst by using only a working electrode (my catalyst was dip dropped on FTO) and a counter electrode (Pt), but most of the times it showed a high impedance and every time l run it wasn't the same with the other trying.
To measure anything on an electrochemical cell requires a reference electrode; a potentiostat (or any other device) uses the input from the reference electrode cable to quantify potentials so it will not be able to perform a valid measurement without this cable being connected to something. In fact, you can measure open circuit potential with just a working and a reference electrode connected, since the counter electrode's only purpose is as a current carrier.
The information you provided doesn't clarify what the reference electrode cable from your measurement device was attached to. Actually l connected the cable of the refrence electrode to the counter electrode.
Using a two electrode setup, you may measure the impedance without a reference electrode. You'll need a stable reference electrode if you simply want to conduct your research on working electrodes. Reference electrode is required for electrochemical cell measurement accuracy and constant ground voltage.
