I am not sure if I get what you mean, but if you want to know if you have to ask for permission for using a questionnaire, then it depends on whether the authors did publish it for everybody to use or if they e.g. try to earn money by selling licenses.
If copyright is not the issue, then I think you can use the questions twice or how many times you want.
If you want to use questions from a post(interaction?) questionnaire in a pre(interaction?) questionnaire, as well, then you can surely do that, but if this makes sense depends on the situation.
Your question needs to be clarified well. However, with the little understanding of what you are asking, I think if the questionnaire is suitable to your work and it is meant for research purpose, there is nothing wrong in adapting such to suite your study. However, the original owner should be duly acknowledged in form of proper and correct referencing.
