Can any one explain the meaning of control variable ?
Control variable is a variable that is not the focus or planned as part of a research study but its existence has certain impact over Dependent Variable (DV) that cannot be ignored in which it is included in the research model testing together with other Independent Variables (IVs). Hence it is called control variable i.e. it is kept under "controlled", "monitored" or "constant" to observe whether it has minimal impact on the relationships between IVs & DV. Usually, control variable is not included as part of a hypothesis statement.
and which is better to put first in the questionnaire DV or IV and why?
No hard & fast rule what to put first in the questionnaire - as long as the constructs / variables' question flow is smooth, logical and attract the respondents' interest to complete the questionnaire.
Better to start the questionnaire with the primary variable.
Control variable is a potential independent variable that is held constant during an experiment because it is controlled by the experimenter (Kantowitz et al., 2014).

Primary variable is the variable that you/researcher pay more attention in the research. It is the most important variable in the research. It can be the dependent variable as well as an independent variable.
The IVs and DV are the variables of interest for researchers. the control variables, are the variables that the researcher, based on literature, identify them before starting the study and intend to remove/exclude/control their effects on the DV and IV. This method is called control by design because the research was able to figure out the control variable and exclude their effect in the way he/she measures the variables. for example,, if young age is confounding...then young age will be excluded; if gender {male or female} could be confounding,,then one of them will be excluded, which means controlled.
another way to control variables, is post hoc,, which means when the researcher discover after data collection is complete that a variable need to be controlled, this will be done by statistics,, such as doing ANCOVA rather than ANOVA; or Hierarchical regression.
