I would like to extract DNA from four years old algal/cyanobacterial material, in a 6 promille saline solution, that have been preserved with Lugol's acidic solution. Has anyone any experience in doing this? Will the Lugol's solution hamper with this type of extraction?

It is possible. But is quite difficult to get, maybe you need to read this paper (you can find more papers like this, but not too much)
