I'm interested in the chemistry of your Teflon solution. How do you get PTFE to dissolve other than in very exotic solvents that may damage any substrate? The other problem is the inertness and the surface properties of the PTFE that will give problems in adhesion to any surface.
If the substrate can be conductive, then any of the widely available metal foils (Al, SST, Nb, Pt, etc...) would work. For dielectric substrates you can try polyimide (kaptone) that was already suggested, or polyethersulfone. Both polyimide and polyethersulfone should survive baking at 375C...
