If you target to do PCR from the DNA, you may go for some of the high fidelity pcr kit like KOD FX which doesn't require quantifying DNA. You can directly take DNA 4-5 microliter from isolated DNA vials (the quantity and quality of DNA is not a problem for this kit actually) and add with pcr components, do PCR. You will get good amplification for all. In case you are going restriction digestion further, you have to purify the pcr products because polymers remain in the pcr products.
Please refer the following gel picture which I did pcr recently with the kit. Generally, we get DNA 2 ng/microliter for this sample. But the PCR kit has worked very well for all the DNA. It will work for mealybugs also.:-)
