It depends which species of Mealybug you like to produce. We must clear also the term what does "Artificial" mean? I think you must try alternative plants and offer to mealybug. I am sure you will find some suitable plant which can provide food for Pseudococcids in the lab.

There is a paper describing how to rear mealybugs on sprouted broad beans. This allows both mass and individual rearing, although this is not an "artificial" substrate.
