SAS Visual Analytics is the best.

It depends of what you are attempting to visualise. For basic graphs microsoft has a reasonable engine. The later versions of SPSS are acceptable. If you want to enhance the image, then inkscape will do an excellent job. The other issue is where the image will be viewed, will it be in a publication or on a website as there is a different resolution required.
