I don't know of any source covering everything that you ask for. In our own research we have not found any systematic differences between the public sector and the private sector, though there are differences between organizations - so a suitable framework from the private sector might work.
The best two papers I can think of on public sector KM initiatives are:

the IAEA (International Atomi Energy Agency) has an extensive repository of best practices, training material, and KM portal about Nuclear Knowledge Management for public organization. Even Though IAEA refers to Nuclear Knowledge Management, the principles are really similar, we can say that Nuclear KM is just a sub branch a bit stricter. You can have a look at the IAEA webpage and focus as well on CLP4NET that is a learning platform

I implemented a KM Community Platform for UK local government - the "Knowledge Hub". Currently 160,000 users across UK local councils.
