A very interesting topic. This kind of simulation decision games can be a good part of the entrepreneurship education process. I know this kind of educational games, but in the traditional version, as board games. However, I know that there are also electronic versions, i.e. this kind of educational games as computer games. Most of these types of educational computer games are produced by computer companies for the local, regional or national computer game market, because such educational games use business content typical of a specific regional or national business reality. Unfortunately, I do not know this kind of educational, simulation and decision-making computer game that could be a good didactic aid in teaching entrepreneurship and business.
While I haven't found any games that specifically talks about start up, I think I get what you are trying to achieve. If you want to simulate / teach a student on what decision they should take and why when creating startup / business, there are some games you might want to check out:
For Boardgames:
1. Tesla vs Edision: in this game, players will be managing their own electricity / tech company, do RnD while also keep an eye on their stock prices.
For Digital Games:
1. Any Tycoon game should do. Games like zoo tycoon, rollercoaster tycoon, pizza connection, etc. Those games usually have quite a good depth on management skills. like, how to hire people, optimizing cost, setting price for consumers, etc. Every year there are lots of new title coming up, but I recommend the oldies game for now: Roller Coaster Tycoon 2, Pizza Connection 2, and Zoo Tycoon Franchise.
2. Some indie games are also available both on PC and mobile (android). If I remember correctly its Youtuber Life simulator, Game Dev Tycoon, and many more. Similar to point 1, these game mainly tries to recreate how a specific business line is done.
