a) Research (outputs) does (do) not bring innovations automatically. Major efforts - including investments - are needed to bring a new product or service to the market, or introduce a new process into practice. The same goes for innovations not based on R&D results - and these innovations are also crucial.
b) We finance R&D activities ("investment in high quality research outputs" does not exist on logical grounds).
c) Knowledge is not "an investment" - but you need "invest" time and efforts to learn, i.e. gain knowledge.

Actually, from an accounting point of view, certain parts of R&D expenditures are regarded as investment, that is, spending on buildings and equipment.
