On first sight (it's an eternity since I used ELGEN) I notice that you have not defined all the nodes, but only those from 1-21 and 316-336. Is this permissible?

I'd suggest to first create one element layer and then build from there. Or use CAE or any other meshing tool - after all, it seems you just need to create a regular grid.
