My test section is 3m long 316L seamless stainless steel tube (OD=21.34mm thickness=2.11mm). I am using Type K , 30 guage wire size thermocouple (Omega brand).
How best can I attach this thermocouple to the tube's outer surface milled up to a depth of 0.84mm?

You may be fixing more than one thermocouples on the surface of the test section. Mark the locations, where the thermocouples are to be fixed. Cut a small grove, may be about 5 mm along the circumference of the tube, for the required depth. The wires may be twisted to prepare the thermocouple junction. Make the wires curved to suit the grove.
Clean the tube surface with CTC. Apply flux over the spot. Warm up the tube locally with carbonizing gas flame. You may try 90:10 Silver / copper filler rod. Over the hot surface place the thermocouple and quickly fix the thermocouples. Use the same procedure and fix all the thermocouples one after the other.
Instead of learning to fix the thermocouples on the actual tube by trail and error method, learn to fix it on a small sample tube, may be 10 cm in length. After making atleast 3 or 4 successful trails on the sample piece, fix the thermocouples on the actual tube. Take care of the gas flame not to damage the already fixed thermocouple.
This procedure was used at IIT, Bombay, for my Ph.D. set up. I used 1 meter long SS 316 tube and 22 gauge wires. in your case, it is 30 gauge wires, which are very thin, so you have to handle the wires with lot of care.

Can you explain the arrangement of the experimental setup? If you are to lay insulation over the surface of the tube, take care that you don't damage the thermocouples. It requires little training.

Can u tell me what you mean by CTC ?and also could you recommend some place where i can get this filler rod?
