Can anybody suggest a way to procure cell lines from those who have signed MTA with the issuing body?

I wanted to use some cell lines for my study which I have asked someone. They said that they have signed MTA with the body. So could anyone suggest is there any possibility to get the cell lines as they should be freely circulated once published in public domain I guess.....Or else some one could you please let me know whether is there any non-profit cell lines repository like Addgene........
