Here is the situation, a subcontractor hired by the main contractor is doing a excavation job. He must buy good product quality of blades for his equipment to the best job as wanted by owner. Assuming he is really buying the good stuff, when blades are off-function I mean the blades did their job and have to be replaced by new ones. The number of the blades must counted under an engineer supervision and then the engineer must confirm they used these numbers of blades for today, for instance, and the owner accepts. The problem is the equipment must work day and night because of the importance of the project and sometimes after time of engineer work the subcontractor calls engineer to come up for counting the blades. But this is not his work time but resting time. And the engineer tell the owner I can't do it. How the owner can handle this situation.
