I would like to ask if I want to mix both anionic and nonionic surfactants, is it very crucial to add some basic solution (sodium hydroxide for example) into the solution? Or can I just add nonionic and anionic surfactant, then topup with deionized water?
Any paper I can read to support my curiosity?

In principle, I do not see an inconvenience to mix anionic with nonionic surfactants.
A better answer would need a sounder description of your system
Sure, you don't need a basic solution to mix them. Simply, you can mix them in water but while adjusting pH, a higher concentration of electrolytes can cause phase separation.

No issue. I have worked on many mixed anionic and nonionic surfactant. Many have showed synergistic interaction and conform to RST. They mixed favourably..

what if a new synthesized anionic surfactant mixed with nonionic surfactant such as alkyl glycoside? Is it possible?
Again, in principle it is possible.
But without knowledge of the nature of the «new anionic product» it is difficult to predict.
Mixing is no issue but what is it that you are looking for? To determine the value of the mixed cmc? To prepare emulsion or microemulsion? To determine thier synergistic or antoganistic interaction? Why must you add sodium hydroxide? To adjust pH or to saponify the fatty acids assuming yr PAG is not really pure? Sorry for the many questions. Need more details on yr work prior to suggesting the possible solution.
I want to find the CMC for mixed surfactant. I used alkyl glucoside as my nonionic surfactant, and perhaps they can reduce my CMC more lower than individual surfactant.
Do you know the molecular weight of both surfactants?. Yes, I do believe it will reduce the surface tension at certain mole fractions.

To mix two surfactant, any rules should be applied? As example, to mix two surfactants, I should mix them above their cmc values, right? Or is depend on what I'm searching for? I wanna know mixed micelle of the surfactants.
