When the PZT energy harvester that tuned at its resonance frequency (i.e. mechanical resonance) , the output voltage reach to its maximum value. On the other hand, through testing the impedance of PZT using impedance analyzer, the signal tuned at its resonance at potential frequency .Therefore, it should find the relationship between the mechanical resonance (natural frequency) and the resonance of the generated signal.

As you are writing, using a fixed load resistance and matching a mechanical resonance, PZT generator output voltage reaches to its maximum value.
The same is for impedance: at a fixed mechanical resonance, an optimal load resistance guarantees the maximum PZT generator output voltage.
