Some research works may be very important in some region, however, may be not accepted in qualified journal.

This point is very critical; when the quality of research is valuable, it deserves a high-rank journal. But in some cases, the period of publishing is crucial for the researcher. Therefore, he/she needs to look for fast publishing.
But in my point of view, at first, the researcher must focus on the quality of his/her work, then decide where will publish it.
