Well, I think you may focus on regulatory policy. In my point of view you can use different analytical tool for every phase of public policy. In the agenda setting phase I like the concept of epistemic communities as defined by Peter M. Haas, in the phase of formulation I use concept of Political Networks/Community (Rod Rhodes, Grace Skogstad). In the phase of decision I usually make "inter-institutional analysis" analysing imput and output from institutions and possible changes during the process revealed by content analysis. Phase of implementation is well analyzed by behavioral analysis. You can use questioners or interviews for data collection or other impact assesment methods.
