Religions advocate for good morals such as honesty, justice, and compassion, but they differ in some details regarding how to translate ethical ideas into good behavior in society. If we consider that religions agree in their call for good morals, will this have an impact on the behavior of leaders? And will leaders who do not believe in religions necessarily be bad leaders?

We can only advocate for their godly appointment. Its beyond our powers to decide who to lead us. But God used people and situations for his end and purpose, he can do that again.
Your opinion may be correct if it relates to prophets and messengers, but we cannot rely on the opinion that makes the selection of a leader beyond our will, especially concerning the management of our social affairs. This question is very difficult to answer, because there is a strong influence of religion in social (and political) thought, and there is also a strong influence of social, political thought (and culture) on religion. I'm thinking specially in religions having something to say about this world, work, social life, and so on..
In Christian, Jewish and Islamic traditions, there is room for social matters, some principles about how should be social life, laws, and so on. But they differ in the solutions and principles they use, and history shows us that there is no guarantee that social leaders inspired in those religious traditions will follow always their beliefs. So, the influence of religion can be strong or weak, we need to know each leader to answer your question.
In western societies, specially after the second half of XVIIIth Century, liberalism states a border between social and private life, between what you can propose in social life and what you can not. According to liberalism, religion normally belongs to private life, having little room in the life of society. Religion may inspire people in their private behavior, but unless you are speaking of ecology, health matters, and accidents (how to behave during a fire, flood, etc), there is little room to inspire people. And this kind of areas have many technical elements that can help leaders who have not religious beliefs to do their job.
