Are there new requirements for shipping cell cultures from the UK to the EU?

We recently sent a human primary cell culture to lab in Italy but the shipment was not allowed into the country and returned to us. FedEx said this was due to a missing Sanitary Certificate. We have never experienced this before - it is possibly due to the UK leaving the EU. People at FedEx just point us towards pages dealing with agricultiural exports which don't seem to be relevant. Can anyone help us with the correct documentation?
