I am on the lookout for Thomson Reuters impact factor rated journals that publish non-statistical research; that is either qualitative research or theoretical research papers in: religious education, gender studies or comparative education. Could any one give me suggestions?

Of course there is a lot. Please have a look to the master journal list and then to the category Education. You can find for example : British educational research journal, American Educational Research Journal, and so on. For religion I don't know I suppose there are also journals. In the Education journal list there is at las hundred journals, I suppose you can find one that fit well to your researches.
And, on gender, have a look at Gender, Work and Organization, or a journal called Organization.

You can find more by accessing a summary list of journals via Web of Science then use keyword search terms e.g. 'qualitative research' or a given discipline e.g. 'health studies'

I agree with Jane, you should search in the Journal Citation Reports (JCR) portion of the Web of Science for the key terms that interest you. Note that Web of Science is the source for the Impact Factors.
